OVERVIEW
Longenecker & Associates (L&A), supporting the United Cleanup Oak Ridge (UCOR) LLC contract, is in search of a Software Quality Assurance (SQA) Program Manager. This position reports to the UCOR Quality Assurance Manager. Within L&A, this position reports to Oak Ridge Clean Up Program Manager. UCOR LLC is the prime contractor for the Department of Energy (DOE)/Environmental Management (EM).

POSITION DESCRIPTION
The SQA Program Manager is responsible for the ownership and management of UCOR’s SQA program (quality program documents, procedures, systems, training, tools and methodologies) as well as leadership of tactical deployment through software application owners and assessment of SQA program implementation in line/functional organizations. Quality Assurance includes all those planned and systematic actions necessary to assure implementation using a graded approach of the QA Rule (10 CFR 830, Subpart A, Quality Assurance Requirements) and Department of Energy (DOE) Order 414.1D, Quality Assurance, using AMSE NQA-1-2008/2009a as the national consensus nuclear standard and other commercial quality standards in the planning and execution of work.
PRINCIPAL RESPONSIBILITIES- Serves as UCOR’s SQA subject matter expert.
- Reviews and advises on new or revised contractual and regulatory requirements and their impact on the established SQA program.
- Reviews and advises on engineering and procurement documents to ensure the inclusion of applicable SQA requirements.
- Participates in quality assurance audits of Suppliers and UCOR official software applications.
- Develops causal analyses and corrective action plans, and completes assigned corrective actions for SQA issues.
- Works with UCOR’s Information Technology department to jointly implement, manage and improve UCOR’s SQA program.
- Collaborates/benchmarks with external DOE sites/projects to interpret stakeholder requirements, standardize institutional implementation, and continually improve.
- Provides training opportunities so that software application owners and development/acquisition teams are appropriately trained to perform required SQA tasks and responsibilities.
- Provides assistance to software application owners and their organizations in determining the appropriate quality requirements for each software application, using a graded approach.
- Develops and implements metrics to monitor SQA program health and achievement of milestones/goals that contribute to mission accomplishment.
- Ensures SQA requirements are appropriately flowed down to subcontractor, including subcontractor implementation.
- Participates as active member of QA functional team and assists in other work activities, and improvement initiatives as requested.
JOB KNOWLEDGE- Knowledge of SQA principles, graded approach, and their application to engineering, procurement, verification and validation testing, and change management.
- Knowledge of regulatory and contractual requirements that impact the SQA program.
Bachelor’s Degree in science, engineering, or a related field, or demonstrated equivalent combination of relevant experience and education. A minimum of 8 years of experience in quality assurance program oversight or implementation. A minimum of 5 years of SQA experience, preferably in a leadership role. A mixture of nuclear and commercial quality assurance experience preferred. A working knowledge of recognized Quality Standards such as ASME NQA-1, DOE O 414.1, and relevant ISO standards.
Knowledge, Skills, and Abilities:- Possesses strong analytical, problem solving, and organizational skills.
- Ability to provide oversight of programs, assume leadership responsibilities for team activities and interact and coordinate with multiple organizations, including federal counterparts.
- Excellent written, listening, and oral communication skills.
- Strong customer service experience.
- Software development and/or computer systems analysis experience is a plus.
- Ability to obtain a DOE Q-Clearance, as needed.
LOCATION:
This full-time on-site position is located at the UCOR office in Oak Ridge, TN. UCOR is conducting major cleanup activities at the Oak Ridge National Laboratory (ORNL) and the Y-12 National Security Complex as well as remedial activities at the East Tennessee Technology Park (ETTP). Cleanup missions on the Oak Ridge Reservation (ORR) focus on protecting people and the environment from industrial and chemical hazards while enabling current and future science and national security programs. UCOR also leads critical projects (e.g., Outfall 200 Mercury Treatment Facility and the Environmental Management Disposal Facility) and manages nuclear operations facilities at the ORNL and Transuranic Waste Processing Center. As a DOE Voluntary Protection Star site—the highest safety designation for a DOE site—safety is a prerequisite for the performance of all work performed.
