POSITION DESCRIPTION

Seeking a well-rounded, multi-talented individual to serve as a Performance Assurance Specialist in Safeguards & Security (S&S) Performance Assurance, which includes Performance Testing, Self­ Assessments, and Issues Management. This position will primarily perform duties in support of Safeguards, Security and Emergency Services Issues Management; however, will also support Performance Assurance Performance Testing and Self-Assessments as needed.

Primary responsibilities include: facilitation of causal analyses and cause determination meetings for identified issues; development of action plans; facilitation of extent of condition reviews; monitoring status of issues and actions; validation of action completion criteria to ensure it meets requirements; communications with stakeholders including Contractor Assurance, Enforcement Coordination, and the Pantex Field Office; utilization of issues management systems to include: Tools for Opportunities

Performance Improvement through Communication (TOPIC) and Department of Energy (DOE) Safeguards and Security Information Management System (SSIMS). Additional support of S&S Performance Testing and Self-Assessments includes duties such as assisting with assessments fieldwork and serving as a Role Player or Controller during performance testing activities.

 

EDUCATION REQUIREMENTS

·         BS and 4+ years of experience, OR

·         MS and 3+ years of experience, OR

·         HS Diploma and 12+ years of experience.

 

MINIMUM QUALIFICATIONS

·         Demonstrated skill in analyzing operational issues and applying effective judgment in the analysis of proposed actions.

·         Possess a UCNI Reviewing Official and Derivative Classifier certification or the ability to achieve the certification.

·         Ability to obtain and maintain Qualified Causal Analysis Specialist (QCAS) and Extent of Condition (EOC) facilitator qualifications.

·         Possess strong writing, public speaking and verbal presentation skills.

·         Ability to conduct qualitative and quantitative analysis of technical issues.

·         Ability to meet deliverable schedule dates with a quality product, and the ability to perform independently and achieve desired results with little supervision.

·         Required to work occasionally on weekends or evenings due to mission critical S&S Performance Assurance requirements.

·         Demonstrated skill in planning, organizing and executing operational events and applying principles in Conduct of Operations, Performance Assessment, Root Cause Analysis, and Trending of Performance Related Data to resolve issues and improve operational effectiveness.

·         Knowledge and ability to assess implementation of the Contractor Requirements Document (CRD) for applicable Safeguards and Security topical areas, which include: Protective Force, Physical Security Systems, Nuclear Material Control and Accountability, Program Management Operations, Information Security, and Personnel Security.

·         Detailed knowledge of Pantex and NNSA/DOE security requirements, procedures and regulations is highly desirable.

·         Highly motivated and possess teaming, communication, computing and organizational skills.

·         Ability to hold and maintain a DOE Q Clearance,

·         Ability to work in a diverse work environment,

·         Satisfactory results of a pre-employment screening, which includes a background check and drug screening.

·         Ability to fulfill and promote L&A core values.
