POSITION DESCRIPTION

Provide effective programs development management for uncovering, assessing, developing and exploiting new missions and technology available at SRS in support of Transition and Reconfiguration efforts. The results will result in new missions, mission changes or a broad rang of options which range from stimulating the start-up of new businesses and establishing new programs at SRS.

Manage the process for uncovering, evaluating, recommending, product/business/technology development and the implementation thereof with respect to facilities, personnel and other SRS initiatives. Promote these same on broad basis at SRS, within the DOE complex, and in the commercial and university segments of the U.S. economy, and internationally. Provide the implementing and start-up management and support for the output from the above process.

Provide guidance for the need for additional technical support requirements. Program manage these new program initiatives for a period of up to one or more years. Provide preliminary legal support and financial analysis support for these activities. Develop, manage and consolidate all related budget and documentation requirements to justify and obtain finding for these programs and to manage their implementation. Develop, enhance, and manage the Program Development aspects of the Technology Programs Section. Develop, promote, and implement new SRS based "Centers of Excellence", "Technical Institutes", cooperative research and development agreements, work for others activities, the development and spin-off of new businesses, and the creation of other "affiliations, partnerships and consortium" for the purpose of enhancing the DOE mission requirements built around defense, the environment and technology transfer. Provide the marketing for SRS technical capabilities, diversification, and derivative programs. Analyze activities and new opportunities to develop new initiatives for the efficient and effective accomplishment of new initiatives.


EDUCATION REQUIREMENTS
Master’s degree in a technical area with 16 years broad experience in engineering, operations, marketing, strategic and business planning or MBA with a technical undergraduate degree with 16 years experience described above or Technical BS with 20 years as described above


MINIMUM QUALIFICATIONS
  • Ability to work in a diverse work environment,
  • Satisfactory results of a pre-employment screening, which includes a background check and drug screening.
  • Ability to fulfill and promote L&A core values.
  • Provide strategic and tactical program management support to various SRS Program Managers and
    project leadership teams as needed to accomplish the SRNS NNSA Capital Projects including the
    following:
  • Perform as NCP Risk Manager overseeing the Risk Process and risk related activities in compliance with DOE O413.3B and DOE G413.3-7A for SRPPF, SPD, and TFF projects.
  • Work with stakeholders to identify and manage new risks for the project up to Secret Restricted Data.
  • Interface with the Project Directors, deputies, project managers, and other project stakeholders to
    identify, qualify, and manage threats, opportunities, and issues and their appropriate handling actions.
  • Work with Project Controls on the management of handling actions for risks.
  • Interface with NNSA for risk development and qualification.
  • Lead Risk-Project Controls meetings.
  • Support the IPT and the development of the ICSRA for the project.
  • Prepare and lead Project risk meetings in compliance with the Risk Management Plan.
  • Apply integrated project tools such as Active Risk Manager (ARM), Safran, Microsoft Teams, Smart
    Plant Foundation (SPF), WebEx, etc. to support the risk process.
  • Address feedback from risk-related assessments from NNSA, PM-20, PM-30, etc. and make the
    necessary changes to the risk register.
  • Develop and manage risk reporting for the projects including the monthly reports, quarterly reports,
    document updates on the RIMP, and ad hoc reports as needed.
  • All work shall be performed using SRNS systems/software.
  • Support the PMO Office as requested.

Desired Qualifications
  • Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.​​​​​​

                • Price and Cost to Company: 20%
                • Technical Acceptability: 70%
                • Availability & Qualifications of Personnel: 10%
        
Duration of the Contract: 1 year, 2 option periods.

Estimated Hours Per Year: 2080 ST/ 400 OT

Work Schedule: Mon-Thurs 600am-0430pm

Onsite or Remote? Local candidates or willing to relocate at the candidate's expense. 50% onsite / 50% remote
